Local Environmental and Energy Action Plans (LEAPs) for Sustainable Development, Energy Diversification, and Civic Engagement in Communities in Ukraine: the U.S. Department of State's Regional Environmental, Science & Technology, and Health Hub for Central and Eastern Europe has partnered with the Regional Environmental Center for Central and Eastern Europe (REC) to bring together policy makers, business people, academics, and civil society leaders at the municipal level in selected cities throughout Ukraine (1) to integrate environmental and energy issues into local planning processes; (2) to support the sustainable use and management of natural resources, including through improved energy efficiency; and (3) to foster civic involvement and transparency in decision making.
