When a politician runs on one platform but secretly pushes an agenda that is in opposition to what they state publicly. A good example is a candidate who uses a word that they know resonates to their constituents (preserving our beach town) but their definition of preservation is in opposition to what they state...like promoting urban density as a means of climate control). That is a scampaign.
