Something of a misnomer, often confused with "unreached". As missiologist Ralph Winter humorously pointed out, "reached" can be compared to "pregnant" -- you are or you aren't. You cannot be "less pregnant" or "least pregnant". Although it may be hard to pin down to a point in time or a measurable statistic, a people group is either "reached" or "#unreached".

An ethnic people group with no significant Christian presence. The classic definition of "unreached" is as follows: A people group within which there is not a strong enough community of believers to be able to evangelize to the cultural limits of the group without outside help.
